What makes you so sure that's the case?
I don't think Motorola refurbishes those pagers - infact if you send them in 3/4 of the time you'll probably get lucky and get a Minitor 4 back as opposed to a 3.
However, I will say that out of the two times mine made the trip in, it came back with a full new set of lables, new case, new batteries, and new nylon case. I guess you can't beat that for $36.

minitor III
I have sent three minitor III VHF pagers for repair (motorola-repair) and they changed the model number from a to b model (the second to last digit). Also, their repair sheet states "unit replaced".
I havent got lucky (yet) I guess because all mintior IIIs came back as IIIs.

minitor III repairs
Well (so far) all the minitor IIIs returned seem to alert and work properly.
The $78 flat rate charge is a good deal (i believe).
I even sent a minitor II and came back with new everything and works just like new.
I very satisified with the work and how fast turn around is .
