I have a copy of iDen Carrier RSS. Will this program a HT 1250?

No.

You would need the Professional Series CPS from Motorola. The software (as it's described) would be for Iden products (Nextel).

iDEN Carrier RSS is for iDEN phones sold by Nextel, they will NOT program any Motorola portable or mobile radio.

Two completely different services and RSS as well.
