MC Micro beep intermittent at power on after programming

I have aquired one MC Micro MAU33EVA9J22...,
by the software i have initialized the radio, and i have programmed only one channel for test, at 145.000 in rx and tx.
After sending software at the radio, at the power on, the radio sound a beep intermittent from the speaker, and the ptt not working.
By a pressure on the first button in high to left, the radio transmit some millisecond, at 163.800 ~ 164.000Mhz. ...much fast for my frequency counter read a exact frequency.
I believe in a programming error.
It is present some expert for this model, for give to me some info on programming this radio without error?

The PLL is out of lock!
You have to retune the PLLs and the frontend.The bandsplit of this radio is only +/-2 MHz from a tuned frequency.

if the problem is a pll tuning, I can program a few channel with a frequencies for example:
Ch1 144.0 = PLL unlock (beep beep...)
Ch2 145.0 = PLL unlock (beep beep...)
Ch3 146.0 = PLL unlock (beep beep...)
Ch4 147.0 = PLL unlock (beep beep...)
Ch5 148.0 = PLL unlock (beep beep...)
Ch6 149.0 = PLL unlock (beep beep...)
Ch7 150.0 = PLL lock ( NOT beep beep... and ok tx with ptt on)
Ch8 151.0 = PLL lock ( NOT beep beep... and ok tx with ptt on)
Ch9 152.0 = PLL unlock (beep beep...)
Ch10 153.0 = PLL unlock (beep beep...)
Ch11 154.0 = PLL unlock (beep beep...)
etc...
etc...
if pll of my rtx is locked at 150.0Mhz, when i select the channel with the frequency inside a correct range, and the pll is tuned, the rtx end to beeping.
It's correct?

P.s. Only one question:
In italy the VHF band radio for the civil use, use a 4,6Mhz shift for the system repeater.
How was it possible for this radio working in Italy?

Andreas You were right, the problem is just the pll out of lock.
I have tested 30 channels, from 145Mhz to 173Mhz in steps of 1Mhz, from 164MHz to 173Mhz radio not beeping, receives the signals and transmits perfectly.
