I programmed it but do not understand why the disabled light keeps blinking...

The blinking Red LED "Disabled" means:
Blinking RED= Repeater in self-test mode.

The problem is in the ethernet card, IC card should be pifado this, it happens followed when there is no protection at ETH network.
Replace C or ethernet card that works normally.

It's Not using Ethernet at all
