can the usb programming cable from the xts5000 program xts3000 radios ?

No, totally different radio architectures.

3000 uses only a regular Jedi programming cable and RIB

5000 & 2500 only. but i would like to find a mts2000 and see if that would work.

No, the XTS3000 cable/rib will work with the MTS2000.

The XTS1500, XTS2500, and XTS5000 are the only models that will work with the ribless 5000 cable. Different archetecture in the radios.
