I take it this the WM-1000? Those are 900 MHz spread spectrum. I would think that would be rather immune to interference. Perhaps there is some RF getting into the connecting cable. What kind of troubleshooting have you done? Have you tried changing the mic's channel? Have you swapped out the mic an...

You may have the frequencies mixed up. If the repeater receive doesn't match the portable transmit you won't see a receive light. For a GMRS repeater you would use one of the repeater pairs found in this list (and remember, GMRS does require a license). The repeater output (TX) will be one of channe...

I was responding to the idea of using DeOxit. If you were going to clean the circuit board contacts you would use alcohol, not DeOxit as that will leave a residue that would then damage the carbon contacts. DeOxit is good for a lot of things, but I don't think carbon contacts is one of them. Anything that gets them wet and especially oily is likely to destroy them. The circuit board contacts are gold plated and can be cleaned with isopropyl alcohol, not with anything that leaves a residue.

Generally what goes wrong with them is the carbon contacts on the rubber keypad. There's an audio amplifier in the transceiver, and an amplifier on the CHIB (control head interface board) of each control head.
They are class D amplifier ICs that are spec'd at a supply voltage of 10 - 36 VDC.

Yeah, that's why I asked if you were getting any power. If you've got no power being generated the SWR circuit is pretty much useless. I figured it was probably a bad amplifier stage somewhere, can be hard to narrow it down, especially with class C amps.

I don't know that you could do it with tuner anyway, in the CDMs the tuner doesn't adjust the output power, it calibrates the power sensor.
