Well, I suppose in theory they could make it in any of their factories worldwide, but in practice, especially for certification (since the 4000 is primarily marketed to the feds) and distribution standpoints, final assembly (and hence factory code) would likely be right here in the US of A.

Sadly, that radio as flashed will never do trunking. There's nothing to stop the radio being flashed with both FPP and trunking, but as far as current operation goes, they're mutually exclusive, and FPP wins the battle between the two.
