If your pushing a 403-433, low split, radio out that far your performance is never going to be it's best.
It could just be a problem with the radio being pushed out of band, or who knows what else might be interfering with it.

You have the wrong modules in the radio for any frequency higher that 433 Mhz.
Here's a list of the modules you will need to take the radio up to the 440-470 Mhz. band split.
NLE9462A: Rcvr. module
NLE9432A: Synthesizer
NFE6061A: Filter/Detector/Switch (FDS)
NLE9472A: Power Amplifier module
There is a filter under the Rcvr. module, but they are installed for the frequency range of the module, so no swapping is needed.
You will have to reprogram the radio, then align it according to the band split, but you should be fine after that.
