Quantar Back-up Power

I am trying to get a Quantar set up properly.

When switching to back-up 24v, it starts an auto beacon cycle over the air.
Of course this will reduce the duration of the battery life.

My DOS RSS has wireline and over the air choices.

The last one I worked on if my memory serves me only transmitted when
receiver was active with the beep.

What have I forgotten or do I not see?
