IFR 2945B monitor

Hi. I have an IFR 2945b service monitor that is consistently failing on self test, the transitter frequency shows aprox -450kHz error, plus all the narrow band power readings fail by about -50db. The set has (supposedly) had its 10Mhz ref oscilator changed recently after being reported for the same issue without affecting the test outcome. Anyone have any insights to where I should be looking?
