LTR radios receiving non-LTR traffic

How is is that radios programmed for operation on an LTR trunked radios system are able to pick up non LTR traffic?
We've got a customer complaining about this, and I don't get it. Could it be home channel traffic, broadcasting DPL that the infrastructure sees as LSD?
