on a APX portable, what does XE mean,

Generally mean ruggedized and IP68 rating. FM/UL rating optional but most are.

Also generally refers to a completely different control top, with larger display, larger knobs, and, IMHO, much uglier.

In my experience, the volume knob and channel selector have more resistance to prevent accidental movement.
