HT/CDM Waris CPS Install on Windows 10

I've successfully installed the Waris series CPS on numerous Windows 10 computers (all Professional and 64-bit) until I built this new computer with a new Windows 10 installation. I open the setup.exe file, it does the UAC prompt, which I select yes and the installer never opens. I also can't delete the installation files until I reboot. Has anyone experienced this and may have any workarounds to try? I've tried various compatibility modes for setup.exe to no avail.
