Minitor V Programming with USB not communicating

My Minitor V setup works fine with the equipment supplied and connected to a serial port on a desktop.

Connecting to a USB port on a laptop, computer sees it as a HID-compliant device, but I cannot get the PPS to read the code plug. It pops up an error message: "Tramission Error" or "Serial Configuration Error."

I purchased the serial to USB cable, which is a Cypress.

Anyone have any suggestions?

Ditch the USB to serial cable and get a SIIG pcmcia true serial port card. It's the only way to fly. The USB to serial converters are hit and miss at best for any Batwing programming.
