Take a look at Federal Signals Informer receiver. They are probably the quality you'd want for public safety.

Just finished looking these up for a company concerned with the weather all of the sudden. The 3rd chemical company to do so lately. Must be another government mandate.

I searched on amazon.com and read the reviews. Oregon Scientific reportedly, was good, but hard to program or change settings. Midland was ok all around, although battery life on the portable units seemed short to users. Desk-top units are available which would negate that. S.A.M.E. options are available, but do your reading as some receivers open up on ALL alerts and others are programmable to select only what you want to hear.
