Flashcode Help

I have been working on an issue for 2 years with updating a few radio's with flashcodes, and have reached my wits end. I purchased some radio's off of Ebay, determined the required flashcode needed(County EOC provided it), and ordered 1 as a test, to ensure that it would work, prior to purchasing a bunch that didn't work. The initial 1 did work, and here is where the problem starts. I have been trying through numerous Moto reps and regional folks, and no one can seem to get me the additional flashcodes that I need, and Moto direct, and NO ONE will give me a straight answer. Can anyone here point me in the right direction as to whom I need to speak to, or if I am doing something wrong?

Radio's being used are Moto Astro Spectra 800Mhz Digital Smartzone.

What radios do you own?: APX,XTS2500,XTL2500,XTL1500

In my experience, unless your the original owner of the radio Motorola will usually not do a flashcode change, but will allow firmware updates. That is probably why your receiving no responses to your query.

Whats the flashcode in the radio as you got them (not the upgrade) and what are you looking for them to do?
Lowband radio. The original and non-complicated wide area interoperable communications system
